Connect networks from different GCP projects

I decide to create one "shared" project with some infrastructure services and then several projects with resources that ought to have access to "shared" resources.

What proper way to connect them for free? (I know about Google Cloud VPN but it costs 36$/mo per tunnel)

Does Google Cloud Platform have (or attending to have) AWS VPC peering analogue?

You could probably use Shared VPC for this purpose. 

Shared VPC connects projects within the same organization. Participating host and service projects cannot belong to different organizations.
