Why is there no infinite loop problem in Hyperledger Fabric

I was reading a block on Hyperledger and the author mentioned that Hyperledger does not face infinite loop problem but there was no explanation as to why it is so. Why infinite loop does not occur in Hyperledger?

Hyperledger uses a timeout mechanism for chaincode execution. A value of time is defined in the setting. When transaction does not complete its execution before this time limit, then the transaction is killed. This time is defined in the chaincode.executetimeout property.
