Can a hyperledger composer work without fabric installed

I am installing hyperledger composer in ubuntu. I have not seen in the documentation that it is necessary to install hyperledger fabric to make the composer work but i am not sure about it. So can composer work without fabric?

The pre-requisites section of hyperledger composer explains the requirements to INSTALL Composer modules. Fabric is provided as a dockerized, development environment. Fabric is the runtime blockchain presently. It runs in docker.
