why are permissions not stored in blockchain

Question

i have seen that the permissions in the permissioned blockchain are not stored in the blockchain but are stored in a centralized database.. why cant/dont they store the permissions also on each node of the network?

When a channel is created, the configurations that define permissions are stored in the genesis block. These are later updated by configuration blocks. The default MSP uses x509 certificate.. The organizations are defined through the MSP.. So, each node stores the specific configuration of each Blockchain and not the permissions..
