Can we apply mfa to certain actions like delete or purge on a particular resource/file instead of doing it at user level?

Yes, you can certainly apply MFA to get more granular control on your resources. 

 Conditional Access policies can be used to define events or applications that require MFA.  You can build a conditional access policy to suit your need.
