Disable azure portal for UAT environment

I want to disable the azure for my UAT environment. Is there any possibility where I can disable it and re-enable in case I want it? please help.

NO, there isn't such a provision. 

Even when you are using ARM templates to create the resources and do the deployment those resources will be created again.

However, you should look at DevTest Labs which you could configure and use it whenever you want. Fast, easy, and lean dev-test environments in Azure.
