There could be multiple reasons:

• Make sure you have set correct IP addresses in the /etc/hosts file
• Make sure you have set the right IP address and port in the core-site.xml under the fs.default.name option
• Make sure they are in the same network
• Check if ssh is working fine
• Turn off iptables
