Is it possible to use custom docker registry instead of the default one with Jenkins declarative pipeline? If yes, How? Thank you!

Yes, you can! try something like this:

node {
    checkout scm

    docker.withRegistry('https://registry.example.com') {

        docker.image('my-custom-image').inside {
            sh 'make test'
        }
    }
}
