How to check the data integrity logic in proof of work mining

Is it necessary that the proof of work should have a leading zeros. What if we can use a random number nonce for finding the proof of work, where the leading zeros wouldn't matter. Why do we need to compare the hashes after mining.

The proof of work is actually works by calculating the number of zeros of the set difficulty target of the network. It would be highly conflicting if the number of zeros doesn't matter. The finding of actual prrof of work would be difficult and the mining node could present any nonce for a block
