How do I show 0 values in a filtered pivot table

Question

How do I show a "0" value in a filtered pivot table?

I was able to go to the various "field settings" and "pivot table options" tabs and enter a zero into the "For empty cells show" boxes, but it has NOT solved the problem.

Every time I apply the filter, I get inconsistent data results, which is detrimental to my work!
