Android app rejected by Google Play Console due to Provide instructions for app access

Question

I'm creating an app whose login process uses Firebase Authentication. My main login and registration systems use "Login with Google." My app was rejected twice when I submitted it to the Google Play Console with the notice "Action Required: Provide instructions for app access."

The message I received in my email is seen below.

For this, I've given you my Google account. Google has yet to accept my app. What should I do, do you guys have any suggestions?
