Billing account for project is not open GCP

Question

Using the command line, I'm attempting to launch a compute instance into GCP:

gcloud compute instances create instance-1 --zone=uscentral1-a

Additionally, it informs me that the project's billing is closed:

API [compute.googleapis.com] not enabled on project [847006780503].

In the terminal, I can start compute instances, but not through the CLI.

How do I enable billing in my project so that I may use the CLI to launch instances?
