What are some lightweight editors for C

Question

Are there any C# IDEs or compilers that aren't too heavy? Visual Studio is fantastic, but I find it inconvenient to have to establish a new project for each and every file. Isn't there a programme like SciTE that allows you to enter in code, compile it, and run it in the console?
