Power Platform DevOps Tools new environment creation task

I wanted to set up an Azure DevOps pipeline for Power Platform environment creation. I created App Registration in Azure AD but, I am having trouble creating a Power Platform service connection.
What should I put for the server URL since the environment doesn't exist yet? How is the user association created?
